You can make any dialog choices with Igor, and you rank up the Fool confidant automatically as you progress through the main story. You do not need a matching arcana persona when talking to Igor.
The Fool confidant starts at Rank 1 on April 12, and increases in rank until Rank 10 on December 24. This means that you need to not get a premature bad ending to the game on November 10 or on the morning of December 24.
