Your dialog choices are important with Chihaya, and you do need a matching arcana persona when talking to Chihaya for a bonus. The exceptions are Rank 0→1 and Rank 9→10, where dialog choices and matching arcana persona don’t matter. Below are the recommended responses for this confidant, for Persona 5 Royal with official English localizations.
Go to Shinjuku, talk to fortuneteller, needed to start Fortune confidant (you need to talk with her a few times before you can start it
Go to Shinjuku, talk to fortuneteller Chihaya, “Ending the Boyfriend’s Abuse” request added, must be done to progress the confidant
Talk to Chihaya in Shinjuku, Fortune 0→1
Talk to Chihaya, Fortune 1→2
