You can make any dialog choices with Niijima, and you rank up the Judgement confidant automatically as you progress through the main story. You do not need a matching arcana persona when talking to Niijima.
The Judgement confidant starts at Rank 1 on July 9, and increases in rank until Rank 10 on November 20. This means that you need to not get a premature bad ending to the game on November 10.
