Your dialog choices are important with Shinya, and you do need a matching arcana persona when talking to Shinya for a bonus. The exceptions are Rank 0→1 and Rank 9→10, where dialog choices and matching arcana persona don’t matter. Below are the recommended responses for this confidant, for Persona 5 Royal with official English localizations.
Note, you need to do a Mementos request first below you can unlock the Tower confidant. On September 4, you get the request “Winners Don’t Use Cheats” automatically added. You need to go to Mementos do try to do the request and you will be forced to lose against the boss.
• Go to Shibuya Arcade, ask about King
• Go to Akibahara Arcade, talk to Shinya
• Talk to Futaba outside Leblanc, then go back to Shinya again, Tower 0→1
Talk to Shinya in Akibahara Arcade, Tower 1→2
Q1: 2 (Don’t compare me to you)
Q2: 2 (What a rude employee)
Q3: 2 (Do you admire them?)
Q4: 1 or 3 (So do I OR I’ll let them know)
Q5: 1 or 3 (I’ll work hard OR So then I can beat you?)
Talk to Shinya in Akibahara Arcade, Tower 2→3
Q1, Q2, Q3: Any
Q4: 1 (That’s the spirit)
Q5: 1 (Sure)
Talk to Shinya, Tower 3→4
Q1: 3 (Yeah, you tell him!)
Q2: 2 (Get your revenge)
Talk to Shinya, Tower 4→5
Q1: 1 or 3 (It was pretty weird OR He must’ve rigged it)
